(1) Vendor needs to provide intelligence research specialists professional support services to the government authority located in Washington, DC.• The contemplated services include intelligence research, all–source analysis, intelligence collection support, intelligence product development, trend and threat analysis, network and relationship analysis, intelligence–gap analysis, field intelligence support, analytical support to operational planning, briefing and presentation support, and related intelligence program and coordination activities.• Intelligence Research, Analysis, Evaluation, and Reporting: Contractor–provided Intelligence Research Specialists (IRS) shall conduct research, analysis, evaluation, and integration of information obtained from authorized sources.• Contractor–provided Intelligence Research Specialists (IRS) shall prepare accurate, timely, relevant, properly supported, and clearly written intelligence products appropriate for the intended Government audience.• Trend, Threat, and Emerging Issue Analysis:– The contractor–provided Intelligence Research Specialists shall conduct research and analysis concerning trends, threats, patterns, and emerging developments relevant to established agency intelligence requirements.• The contractor–provided Intelligence Research Specialists shall compare current information with historical data, established baselines, previously identified patterns, and other relevant analytical information.• Analysis may consider geographic, operational, organizational, criminal, economic, political, national security, or other factors relevant to the assigned requirement.• Products developed under this section shall clearly describe the relevant development, supporting information, analytical findings, significant limitations, and, when appropriate, recommendations for additional research.• Traceability, Documentation, and Explainability• Maintain Training Data Sheets for each AI model (data sources, collection, labeling, known risks, representativeness, versioning);• Document provenance and versions of third–party models (source, licensing, version history);• Maintain diagrams and documentation of AI data flows, interfaces, and algorithmic components; and• Ensure AI outputs are traceable, auditable, and explainable to non–technical users, and that AI inputs/outputs (including prompts, where applicable) are logged and retained per records requirements(2) The contract period will be for one year.
