The Sindh Social Protection Authority (SSPA), Government of Sindh has received financing from the World Bank toward the cost of the Strengthening Social Protection Delivery System in Sindh Project and intends to apply part of the proceeds toward payments under the contract for Hiring of Event Management Firm. 2. The Procuring Agency Strengthening Social Protection Delivery System in Sindh now invites sealed Bids from eligible Bidders for the hiring of event management firm. The document is prepared lot/cluster wise and the firm/bidders may participate for one or more lots/clusters. The objective of this assignment is to engage a qualified Event Management Firm to provide end-to-end logistical, administrative, and event management support for conducting orientation sessions & SSPA events at twenty-two (22) project intervention districts of Sindh. 3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [November 2020] (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Procurement Section PM&IU of Strengthening Social Protection Delivery System in Sindh and inspect the bidding document during office hours Monday to Friday 09:00 am to 5:00 pm or visit the SSPA’s Official website: www.sspa.gos.pk/procrement. 5. A Pre-Bid Meeting shall be held on August 17, 2026 at 11:00 AM at the office of the Project Management & Implementation Unit (PMIU), Strengthening Social Protection Delivery System in Sindh (SSPDS), Karachi. Interested bidders are encouraged to attend the meeting to obtain clarifications regarding the bidding document, scope of services/schedule of requirements, and other procurement requirements. Requests for clarification may also be submitted in writing prior to the meeting in accordance with the provisions of the bidding document. 6. The bidding document in English may be purchased by interested eligible bidders upon the submission of a written application and upon payment of non-refundable fee of Rs.5,000/- The method of payment will be a pay order/bank draft made out in favor of Sindh Social Protection Authority, Social Protection Department GoS, either the same may be downloaded and print out from the SSPA official website without paying any fee. 7. Bids must be delivered to the address below on or before August 27, 2026 by 11:00 am . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on same day i.e., on August 27, 2026 by 11:30 am 8. All Bids must be accompanied by a “Bid Security” in the amount of 1% of the Quoted Price in Pak Rupees in the shape of pay order/bank draft/bank guarantee beyond the 28 days from the bid validity made out in favor of Sindh Social Protection Authority, Social Protection Department GoS. Bids without bid security shall be rejected. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
