(1) Vendor needs to provide Bali tourism development market analysis and demand assessment to the government authority located in Washington, DC. • The assignment will provide a rigorous assessment of current and future domestic and international tourism demand for Bali and the supply–side requirements needed to accommodate future demand. • The analysis will inform the identification and prioritization of Key Tourism Areas (KTAs), infrastructure planning and costing, integrated tourism master planning, and the economic and financial analysis of future public and private investments.• Provide the analytical foundation for transitioning from volume–based to value–based tourism development, enhancing sustainability, optimizing the distribution of tourism benefits across Bali and connected destinations.• Conduct gap analysis against destination capacity, carrying capacity, socio–cultural capacity (including cultural pressures and erosion of cultural identity), and the level of local economic self–reliance• Review and assess the readiness of Bali as a superhub tourism destination in Indonesia, along with Lombok and Labuan Bajo as two immediate spokes, including connectivity readiness and tour package.• Develop a strategy for market development, including national–level and cross–sectoral policy recommendations as to how the GOI should develop competitive strategies to access priority markets such as aviation policy, visa reforms, brand positioning, etc.
