(1) Vendor needs to provide transportation and fire impact fee study service to the government authority located in Billings, MT. – The technical analyses, service area reports, impact fee calculations, administrative recommendations, and implementation materials necessary to establish transportation and fire impact fee programs.– The city intends to use a hybrid impact fee methodology for both transportation and fire consisting of:– An existing system AND excess capacity buy–in component.– A forward–looking capacity component.– Transportation and Fire budgets and Capital Improvement Programs;– Transportation plans, studies, models, and traffic data;– GIS and asset management information;– Growth, Existing Infrastructure, and Fixed Asset Analysis. – The Consultant shall review existing Transportation and Fire infrastructure and applicable fixed asset, GIS, financial, engineering, facilities, and asset management records.– Transportation capital improvement and growth analysis
