(1) Vendor needs to provide environmental justice analysis and comprehensive plan strategy service. • Provide a data–driven spatial analysis, statutory policy drafting, a cumulative environmental burden assessment, and an equitable community engagement strategy with the goal of identifying localized environmental burdens, establish baseline conditions, and formulate land use policies that mitigate disproportionate environmental impacts while expanding green infrastructure and climate resilience• GIS shapefiles and mapping shall be ESRI compatible.• Develop an Environmental Justice review framework for future planning and development decisions• Enhanced vegetative and structural buffers between industrial and residential zones.• Prepare a civic engagement summary report detailing outreach metrics and community feedback, and prepare a proposed equitable public participation framework for future land use applications.• Create non traditional, accessible community outreach methods specifically tailored for residents.(2) All the questions must be submitted no later than December 4, 2026.
