Ref No.: SO-MOCT-FGS-567732-GO-RFB Place of assignment: Mogadishu, Somalia Submission deadline date: October 8, 2026 1.00pm (Mogadishu, Somalia Local Time) The Federal Government of Somalia has received for a grant from the International Development Association (IDA) to finance the Eastern Africa Regional Digital Integration Project with Project ID: P176181, and the Federal Government of Somalia intends to apply part of the proceeds to payments for the Purchase of Goods with related Services for Designing, Development, Supply, Installation, Testing, Commissioning, and Support of the Quality of Service (QoS) Monitoring System for the support to National Communications Authority of Somalia (NCA) in the Federal Government of Somalia. Ministry of Communications and Technology invites sealed bids from eligible bidders for Purchase of Goods with related Services for Designing, Development, Supply, Installation, Testing, Commissioning, and Support of the Quality of Service (QoS) Monitoring System for the support to National Communications Authority of Somalia (NCA), Federal Government of Somalia at Hamarweyne district, Po. Box: 55; Mogadishu, Somalia within 8 weeks period from contract date. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 1st, 2016, revised November 2017 August 2018, November 2020 and September 2023 (“Procurement Regulations”). In addition, the attention of interested bidders is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers. Interested eligible bidders may obtain further information from, PIU Procurement Office, Eastern Africa Regional Digital Integration Project (EA-RDIP), in the Ministry of Communications and Technology to the project generic email address procurement.ea-rdip@moct.gov.so ; and copy to : Dg@nca.gov.so A complete set of Bidding Documents in English may be obtained by interested bidders on the submission of a written application to the email address below. The Bidding Documents will be sent by electronically to interested bidder's representative. The bidders must provide in the Application the electronic address where the Bidding Documents should be sent. The Bidding Documents will be provided in either in hard copy or electronic format. Bids MUST be delivered to the address below on or before October 8, 2026 at 1.00pm (Mogadishu, Somalia Local Time). Electronic bidding will NOT be permitted. Late bids will be REJECTED. Bids will be publicly opened on October 8, 2026 at 1.30pm (Mogadishu, Somalia Local Time) in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below. All bids must be accompanied by a Bid-Securing Declaration. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposal document.
