(1) Vendor needs to provide library service model assessment services to the government authority located in Sterling Heights, MI.– Project is to evaluate future service, funding, and governance options for the library and provide the city with clear, evidence–based recommendations for decision–making.– Legal and governance assessment of available library organizational models and applicable requirements.– Review of the current service model, staffing, space utilization, and operational constraints.– Development of future service model scenarios, including status quo and expanded service options.– Financial modelling of feasible funding options and associated service implications.– Community and stakeholder engagement, including staff, residents, and key partners.– Comparative review of peer or benchmark libraries, where appropriate.(2) All the questions must be submitted no later than October 01, 2026.
