REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country: Republic of Uzbekistan Implementing Agency: National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan. Project Name: “Innovative Social Protection System for Inclusion of Vulnerable People” (INSON) Financing Agreement No. 7555-UZ / Grant Agreement No. TF C4589-UZ Assignment: Occupational Health and Safety Specialist Package Reference No. (as per Procurement Plan): UZ-INSON-CS-IC-3.1.1.6 The Republic of Uzbekistan has received financing from the World Bank for implementation of the “Innovative Social Protection System for Inclusion of Vulnerable People” (INSON) Project and intends to apply part of the proceeds for consulting services. The consulting services include providing technical support to the PIU on occupational health and safety (OHS), including monitoring compliance with OHS requirements during construction, rehabilitation and installation works, monitoring contractors’ compliance with the relevant obligations, analysis of risks and incidents, and preparation of recommendations and reports. The assignment shall be performed on a full-time basis for an initial period of 24 months. The duty station is the PIU office in Tashkent; duty travel to Project sites in the regions of the Republic of Uzbekistan is required. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (a CV describing relevant experience). Staff of consulting firms may express interest through their employing firm; however, only the experience and qualifications of the respective individual candidate will be considered in the selection. Consultant Selection Criteria: Education: Bachelor’s degree or higher in occupational health and safety, environmental or civil engineering, industrial safety, environmental sciences, public health, engineering, or another related field. Professional experience: at least five (5) years of professional experience in OHS, including at least three (3) years of OHS experience on construction projects. Specific experience: practical experience in OHS management at construction, rehabilitation or infrastructure sites, contractor monitoring, conducting inspections and risk assessments, incident investigation, and development or application of OHS plans, ESMPs/C-ESMPs, or similar documents. Environmental and social requirements: familiarity with applicable environmental and social requirements. Experience in projects financed by international financial institutions or development partners, as well as familiarity with World Bank requirements, will be an advantage. Language skills: excellent command of Uzbek and Russian and a good working knowledge of English. The candidate ranked first based on the CV evaluation may be invited for an interview to confirm his/her qualifications, experience and availability for the assignment.
