(1) Vendor needs to provide travel demand model update and technical assistance services to the government authority located in Billings, MT.Task 1 – Project management and coordination:– Development of a detailed project schedule.– Monthly progress reports and invoices.– Quality control and quality assurance throughout the project.Task 2 – Review of existing model and available data:– Consultant shall submit a data request memo to the to collect all existing data.Task 3 – Base year model update:– Consultant shall update the existing regional travel demand model to establish a new baseyear representative of existing transportation conditions.– Update traffic count database.– Update centroid connectors.– Update population, residential unit, employment, commercial square footage, and schoolenrolment allocations.– Update trip generation inputs.– Update trip distribution.Task 4 – Future year forecast model:– Develop future roadway network.– Incorporate committed transportation projects.– Develop future socioeconomic forecasts.– Forecast travel demand.Task 5 – Intersection analysis:– consultant shall utilize synchro or similar software to analyze intersection capacities, measured through the level of service metric, for major intersections in the urbanized area in the base year and in the future travel demand model year.– Task 6 – Model validation and reasonableness testing:– Traffic volume comparisons.– Screen line comparisons.– Volume–to–capacity ratios.Task 7 – Alternative scenario Modeling:– Major roadway capacity improvements.Task 8 – Model and intersection analysis documentation and training:– Consultant shall prepare complete technical documentation describing all aspects of the updated travel demand model.
