REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT SELECTION) COUNTRY: PHILIPPINES NAME OF PROJECT: Support to Parcelization of Land Individual Titling (SPLIT) Loan No./Credit No./ Grant No.: 9141-PH Assignment Title: Cybersecurity Expert Reference No.: SPLIT-REF-081 The Government of the Republic of the Philippines, through the Department of Agrarian Reform (DAR), has received financing from the International Bank for Reconstruction and Development (IBRD), a member of the World Bank Group, toward the cost of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project and intends to apply a portion of the proceeds of the loan to payments for consulting services under this assignment. The Department of Agrarian Reform (DAR) seeks to engage the services of a qualified Cybersecurity Expert who shall provide specialized cybersecurity advisory and technical support services aimed at strengthening the overall cybersecurity posture and digital resilience of the Department. The Consultant shall undertake comprehensive cybersecurity assessments, including risk and vulnerability analyses of DAR’s information systems and digital infrastructure; develop and enhance cybersecurity policies, standards, and compliance mechanisms; recommend and support the implementation of secure system architectures and access control frameworks; establish incident response and cybersecurity management protocols; conduct cybersecurity awareness and capacity-building initiatives for personnel; and provide continuous monitoring, reporting, and strategic guidance on cybersecurity matters. The Consultant shall likewise facilitate coordination and knowledge-sharing with relevant government agencies, industry experts, and other stakeholders to ensure alignment with recognized international standards and best practices and to enhance DAR’s preparedness against emerging cyber threats. The assignment shall be undertaken for a period of six (6) months , commencing on 01 July 2026 . The detailed Terms of Reference (TOR) for the assignment may be accessed through the DAR website at dar.gov.ph or obtained from the address indicated below. The Department of Agrarian Reform now invites eligible Individual Consultants to express their interest in providing the Services. Interested Consultants must submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The criteria for shortlisting and evaluation shall include the following: Holder of a Bachelor's Degree in Computer Science, Information Security, Information Technology, Computer Engineering, or any related field; Possession of a Master's Degree in a related discipline shall be considered an advantage; Possession of industry-recognized professional certifications, such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Ethical Hacker (CEH), ISO/IEC 27001 Lead Implementer, or equivalent certifications, shall be considered an advantage; At least five (5) years of professional experience in cybersecurity; Demonstrated experience in the design, implementation, and management of cybersecurity frameworks aligned with internationally recognized standards, such as ISO/IEC 27001, NIST Cybersecurity Framework, or equivalent; Demonstrated experience in the utilization of cybersecurity monitoring and threat detection tools, including Security Information and Event Management (SIEM) solutions, Intrusion Detection and Prevention Systems (IDS/IPS), vulnerability assessment tools, and related security technologies. Interested Consultants are hereby informed that the provisions on conflict of interest under Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) shall apply to this selection process. A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
