(1) Vendor needs to provide investigative services to the government authority located in Lancaster, PA.• Perform independent investigations involving complaints, inquiries, or referrals alleging ethics code violations, in accordance with applicable city and federal laws and regulations.• Research, evaluate, and analyze complaints and inquiries to determine jurisdiction, applicable legal standards, and appropriate investigative steps.• Conduct interviews and background investigations of complainants, witnesses, city employees, appointed officials, elected officials, and other relevant parties, as necessary.• Collect, review, and analyze relevant evidence and prepare investigative findings based on an objective evaluation of facts and law/code• Prepare written investigative reports/summaries, and recommendations for presentation to the ethics commission of the city and assigned legal counsel.• Assist with enforcement actions, hearings, and matters referred for prosecution, including hearing preparation, trial preparation, exhibit development, and witness coordination• Issue, serve, and coordinate subpoenas and other legal process as authorized; assist counsel with subpoena compliance and evidentiary preparation.• Maintain confidential investigative files and official records using manual and automated systems, in compliance with records retention laws and confidentiality requirements(2) All question must be submitted no later than September 17, 2026.
