Description
The City of Norfolk (“Owner”) is requesting Statements of Qualifications (“SOQs”) from interested general contractors, construction management companies, design-build teams, and/or architect-engineers firm that have experience in the design-build renovation of an existing retail space into office space with associated spaces. From the responses received, the Owner intends to select a qualified Design-Builder to provide turn-key design and construction services for the Municipal Building at MacArthur Center. Project Description: The City of Norfolk is evaluating the design concept for an adaptive reuse of the approximately 160,000 SF former Nordstrom department store building in the MacArthur Center shopping mall to accommodate a new municipal office building. The building may provide office space for over 300 employees in multiple departments including Economic Development, Information Technology, Neighborhood Development, and Utilities. The Downtown Norfolk Plan 2030 contemplates a vision of MacArthur Center being opened and stitched back into the urban fabric of Downtown, with a mixture of uses and functions oriented toward exterior streetscapes where there are currently enclosed atrium spaces. With this vision in mind and considering the position of the former Nordstrom store being centered on the alignment of Market Street to the west, the design intent for the adaptation involves creating a modern arcade-like building to complement the historic arcades in Downtown Norfolk with an open central core and atrium to provide natural light to interior suites. Stakeholder interviews for each department that may occupy the new space yielded the following core principles for the adapted building: • SAFE, COLLABORATIVE and SECURE • Locate departments close to one another and share amenities • Improve workflow, break down silos, and allow for better collaboration • Locate public-facing departments on the First Floor • Maximize natural light for overall well-being • Implement best design practices for COVID-19 and the workplace The project is expected to include enhancements to the building exterior to reflect an updated posture with public entry and to bring daylight into the building. Improvements are also expected to the building shell and to mechanical, electrical, and plumbing building systems. Tentative Schedule: • November/December 2020 – Draft, issue, and evaluate RFQ for Design-Build to further explore moving municipal services to former Nordstrom building • Fall/Winter – Evaluate RFQ responses to determine qualification • Winter/Spring 2021 – Issue RFP to qualified firms AREA OF THE PROPOSED MUNICIPAL OFFICE BUILDING 1st Floor: 59,700 GSF 19,250 GSF Atrium/Non-programmed (Waiting Area for city collections, ie treasurer, commissioner of the revenue, utilities, planning) 40,450 GSF Programmed 2nd Floor: 53,800 GSF 13,550 GSF Atrium/Non-programmed (3600 SF Atrium Opening) 40,250 GSF Programmed 3rd Floor: 47,800 GSF 11,650 GSF Atrium/Non-programmed (3600 SF Atrium Opening) 36,150 GSF Programmed Total: 161,300 GSF +/- 44,450 GSF Atrium/Non-programmed 116,850 GSF Programmed Work is to be substantially complete within 18 months from Notice to Proceed. The total estimated cost of the design and construction is approximately $14,850,000.00.
