(1) Vendor needs to provide professional consulting services to the government authority located in Pierre, SD. – Consultant will provide the technical planning expertise necessary to evaluate existing transportation services, identify mobility needs and service gaps, engage stakeholders, and develop practical recommendations that strengthen transportation coordination and improve access throughout the study area.– The Consultant will serve as the technical lead responsible for completing the analyses, developing recommendations, and preparing the Transit Development Plan.• Existing conditions assessment • Stakeholder and public engagement • Transportation coordination and mobility assessment • Transit service and future needs analysis • Strategies and recommendations • Implementation strategy • Draft and Final Transit Development Plan • Enhance mobility and access to essential services• Strengthen regional transportation coordination• Develop practical, data–driven recommendations• Support meaningful collaboration with participating Tribal Nations• Identify innovative and achievable strategies• Produce an implementation–focused Transit Development Plan(2) All questions must be submitted no later than August 24, 2026.
