(1) Vendor needs to provide electronic and alcohol monitoring solution.– Provide a victim notification and proximity monitoring solution that integrates with a GPS–based offender monitoring platform.– Apple iOS and Android operating systems and shall not require victims to carry a dedicated GPS tracking device.– Solution shall utilize encrypted communications for the transmission of location, notification, and system data. – The mobile application shall securely transmit victim location information to the monitoring platform for proximity analysis.– Provide 24/7 monitoring with both an ankle mounted GPS and a continuous alcohol monitoring unit.– The solution should support cloud–hosted deployment with high availability and disaster recovery capabilities. – Tracking software shall allow staff to enable GPS tracking every fifteen seconds regardless of zone status.– The mobile application shall securely transmit victim location information to the monitoring platform for proximity analysis.– Tracking software shall use google maps to monitor offender movements. – The mobile application shall be readily available on Google Play and Apple App Store.– Solution shall provide immediate notification to victims when a proximity violation is detected.– Solution shall provide role–based access controls for authorized users.– Monitoring and case management requirements.– Monitoring center operations, staffing, and 24/7/365 availability.– Radio Frequency (RF) monitoring.(2) All the questions must be submitted no later than September 24, 2026.
