(1) Vendor needs to provide government strategic planning and long–term governance development service. • Identify strategies to strengthen tribal financial sovereignty, fiscal sustainability, and long–term financial independence.• Establish clear priorities for the allocation of tribal financial resources between direct constituent payments, government services, community investments, and long–term economic development.• Develop a long–term strategic vision for the Tribe and its governmental functions.• Establish strategic initiatives to address the Tribe’s most significant challenges and opportunities.• Identify and prioritize economic development opportunities that generate sustainable revenue, employment, and community benefits.• Develop a measurable implementation framework that assigns responsibilities, establishes timelines, and evaluates progress toward strategic goals.• Conducting an initial meeting with tribal leadership to confirm project objectives, expectations, and desired outcomes.• Developing a project schedule, work plan, and stakeholder engagement strategy.• Identifying existing planning efforts and determining how the strategic plan should align with or replace existing initiatives.• Identifying opportunities to strengthen professional management, administrative capacity, succession planning, and institutional continuity.• Developing alternative governmental structure models, including the advantages, disadvantages, costs, and implementation requirements of each• Developing alternative resource allocation models that account for both immediate membership needs and long–term community sustainability.(2) All the questions must be submitted no later than Nov 20, 2026.
