(1) Vendor needs to provide parks master plan service to the government authority located in Torrance, CA.     – The parks master plan will establish a clear framework to guide future planning, investment, and stewardship of the City's park system    – The completed plan should provide clear priorities, implementation strategies, and decision–making tools that support future budgeting, capital planning, and grant funding opportunities that can be incorporated into the capital improvement plan.– Design and implement a comprehensive community engagement program that includes public outreach, stakeholder engagement, surveys, workshops, focus groups, community events, multilingual outreach strategies, and other methods to gather meaningful public input and inform the parks master plan.– Conduct project initiation activities, including preparation of a detailed work plan, project schedule, communication strategy, and stakeholder coordination.– The planning process will include robust community engagement, technical analysis, and evaluation of existing facilities, programs, and future needs.– Development of a community engagement plan, project branding, outreach materials, and communication tools.– Consulting firms to prepare a comprehensive, data–driven citywide parks master plan.– Public engagement meeting materials and summaries.– Demographic and community analysis.– Community needs assessment and gap analysis.– Equity and access analysis(2) All the questions must be submitted no later than August 10, 2026.          (3) Pre–proposal meeting will be held on August 06, 2026.
