Operations & Management of the City Overlook Emergency Shelter

The City Manager’s Office (CMO) requests proposals from qualified firms to provide to provide emergency shelter services for unsheltered individuals experiencing homelessness. The professional services with pre-qualified firms will hold expertise in providing comprehensive 24-hour emergency shelter services utilizing Housing First, Trauma Informed Care, and Harm Reduction principles. Selected firms will enter into a professional service agreement with the City of Santa Cruz. The City assumes that proposers may have varying levels of expertise. As a result, the City may contract with multiple proposers to provide services on an as-needed basis. Selected proposers will be pre-qualified to provide a quote once a specific project has been identified. The services and general needs are more fully described in Section 4 Preliminary Scope of Services.
