GMT 1. The Government of Sierra Leone (GoSL) has received financing from the World Bank toward the cost of the Sierra Leone Second Financial Inclusion Project (P177947), and intends to apply part of the proceeds toward payments under the contract for the Development and Deployment of a Modern Electronic Credit Information Sharing (Reference) System for Bank of Sierra Leone-BSL 2. The Sierra Leone Second Financial Inclusion Project now invites sealed Proposals from eligible Proposers to provide their technical and financial offer for Development and Deployment of a Modern Electronic Credit Information Sharing (Reference) System for Bank of Sierra Leone-BSL. In addition, following system deployment, the Supplier shall provide onsite operational and technical support for a period of three (3) years while transferring knowledge and operational capability to Bank of Sierra Leone-BSL staff. At the end of this period, BSL shall assume full operational control of the system. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF dated September 2025, 7th Edition (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations 4. Interested eligible Proposers may obtain further information from the Project Coordinator Project Implementation Unit, Sierra Leone Second Financial Inclusion Project, 5th Floor, Sam Bangura Building, Gloucester Street, Freetown during office hours 9 am GMT to 5 pm GMT] , or via email to slsfip@bsl.gov.sl . The RFP can be inspected during office hours 0900 to1700 hours Monday to Friday at the address given below at Paragraph 9 . 5. The request for proposals document in English language may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE2,390 (Two Thousand Three Hundred and Ninety Leones) or $100.00 (One Hundred United States Dollars). Proposals must be delivered to the address below on or before 1200 Hrs GMT on 3rd November 202 6 . Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 3rd November 2026 at 1200 Hrs GMT. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. 7. All Proposals must be accompanied by a Proposal Security of USD30,000 (Thirty Thousand United States Dollars) or its equivalent in a freely convertible currency from a reputable Commercial Banking Institution. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. 9.
