(1) Vendor needs to provide guideline development specialist service to the government authority located in New York. • Review program documentation, including the pilot terms of reference, implementation and monitoring reports, training and facilitation materials, and existing photo archives.• Translate the pilot’s implementation experience into clear methods and sequenced, step–by–step instructions for each phase of the model.• Develop narrative case studies and success stories based on qualitative evidence from the pilot, highlighting key implementation milestones, challenges, lessons learned, and enabling factors.• Develop supporting tools, including checklists, templates, sample forms, and indicative monitoring indicators.• Prepare a visually oriented manuscript, including photo selection and captioning, process diagrams and flowcharts, and quick–reference formats, in coordination with design resources.
