Description

The Washington County Sheriff’s Office currently uses the Cogent AFIS (Automated Fingerprint Identification System) and Livescan capabilities for print capture and submission from the Jail and Concealed Handgun License to the Oregon Police, and latent print matching for Forensic Science, whose hardware is nearing recommended refresh. The County is seeking a solution that meets or exceeds their current requirements for AFIS and Livescan print capture, submission, card printing, and forensic latent print matching. The County is seeking a commercial off-the-shelf solution of 7 Livescan systems and 1 AFIS system that meets or exceeds our current requirements for AFIS and Livescan print capture, submission, card printing, and forensic latent print matching. We are looking for a solution that provides the following key capabilities as well as meets the “Pass/Fail” and “Required” items in the Functional Requirements document (Attachment D): The new solution needs to provide the ability to automatically update the Oregon Livescan tables via File Transfer Protocol The new solution needs to be compliant with the most current versions of the Oregon Livescan Specifications (RFP Attachment C), the FBI EBTS (Electronic Biometric Transmission Specification, WIN EBTS (Western Identification Network Electronic Biometric Transmission Specification) and ANSI-NIST (American National Standards Institute-National Institute of Standards and Technology) requirements. The new solution needs to have the ability to capture rolled fingers, joints, palms, and writing palm prints. Livescan stations must run on County-provided desktop hardware and Washington County’s Windows 10 image without local administration rights after install Provides ability to search all friction ridge of hand - 10 fingers, joints, palms, and writing palm prints, and supports the ability to set independent distance threshold levels between differing print types, i.e. fingers vs palms. The new solution needs to be able to seamlessly interface with our EIS Jail Management System
