(1) Vendor needs to provide general counsel legal services to the government authority located in Carlsbad, CA.• General counsel will work closely with the general manager and staff and provide advice and assistance regarding the legal aspects of day–to–day operations, including matters involving:• Public agency governance and administration.• Personnel and labor relations.• Public contracting, procurement, and public works.• Public records requests.• Wastewater and recycled water regulation.• Environmental and regulatory compliance.• Rates, fees, and other revenue matters.• Real property, easements, rights–of–way, and related agreements.• Risk management, claims, and insurance matters.• Other legal matters affecting operations.(2) A pre–bid conference will be held on September 29, 2026.(3) A contract period will be for one year.
