(1) Vendor needs to provide investment banking services to the government authority located in St. Louis, MO.– Assist in the structuring of any bond issue, including the evaluation of the mode of debt to be issued, such as fixed or variable rate debt, determination of need for capitalizing interest, the establishment of reserves (if necessary), specific redemption provisions and use of serial versus term bonds. – Assist in the timely review and preparation of documents, including the official statement, continuing disclosure agreement, indentures and other necessary bond–issuance related documents.– As requested, assist in the analysis and development of credit strategy for bonds, including assessing the need for a debt service reserve fund deposit and other credit features.– Assist the district and municipal advisor in evaluating credit enhancement for the bonds.– Market and underwrite the bonds.– Lead bankers are expected to develop a marketing plan that results in the most favourable bond terms for the district and prepare a pre–pricing analysis document for timely discussion prior to the bond sale.– Marketing plan will address current market conditions and present approaches to ensure that in–state retail, out–of–state retail and institutional markets are thoroughly addressed in advance of the pricing to maximize investor interest and participation.– Provide remarketing services on variable rate financings, as and if needed.– Participate in the closing and post–sale analysis of the bond issue.– Participate in meetings or conference calls as requested.(2) All the questions must be submitted no later than November 6, 2026.
