EXTRA-76695 - USA (Dowagiac, Michigan) - Blight Administration and Code Enforcement Services - Deadline October 2,2026

(1) Vendor needs to provide blight administration and code enforcement services to the government authority located in Dowagiac, MI.• The City seeks a responsive and professional partner capable of managing cases from initial observation or complaint through voluntary compliance, administrative follow–up, and court proceedings when required. • Program Administration and Prioritization– Meet with designated City staff to establish enforcement priorities, service areas, escalation procedures, reporting expectations, and authorized points of contact.– Develop and maintain a consistent workflow for complaint intake, proactive inspections, notices, follow–up, compliance verification, escalation, and case closure.– Provide recommendations regarding forms, records, policies, fee schedules, and ordinance• Inspections and Complaint Investigation– Conduct routine citywide, neighborhood–based, or complaint–driven inspections as directed by the City.– Receive, log, and investigate complaints referred by the City and document the disposition of each complaint.– Identify apparent violations of applicable property maintenance, nuisance, zoning, vegetation, exterior storage, refuse, junk vehicle, unsafe structure, and other municipal ordinances provided or identified by the City.– Conduct follow–up inspections to confirm compliance, document continuing violations, and recommend escalation or closure• Create and maintain a complete electronic case file for every enforcement matter, including address and parcel information, ownership information, complaint or inspection source, inspection notes, dated photographs, correspondence, notices, deadlines, contacts, follow–up activity, and disposition.• Enforcement and Court Support– Prepare complete, organized, court–ready case files, including chronological case summaries, evidence, service records, photographs, notices, inspection history, and applicable ordinance references.– Coordinate with the City Attorney, police department, building official, fire department, public works, county agencies, and other authorized parties as needed.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 25, 2026.
