Vendor needs to provide legislative strategy and funding protection consulting services. – Particular emphasis will be placed on helping the Trust understand and navigate governmental, legislative, budgetary, and policy developments that may affect its statutory funding mechanisms, other environmental funding streams, and the communities and partners it serves.– The consultant will provide legislative monitoring, policy analysis, strategic communications support, stakeholder engagement, and relationship–building services to strengthen awareness and understanding of the Trust's mission, programs, impacts, and role in advancing environmental and community. – Consultant will provide strategic advisory services focused on preserving and supporting the long–term viability of the Trust's existing funding mechanisms and matters directly affecting the Trust's institutional duties.– This engagement does not authorize a broader lobbying program. – The consultant shall have no authority to establish legislative positions on behalf of the Trust and must operate within all applicable lobbying, ethics, registration, disclosure, and reporting laws.• Legislative Monitoring and Strategic Analysis• Strategic Counsel and Legislative Support• Meeting, Briefing, and Testimony Support• Legislative Relationship Support• Coalition Coordination• Reporting
