(1) Vendor needs to provide program manager and strategic advisor service to the government authority located in FL.– Provide strategic advisory, organizational development, and management consulting to support the agency transition to a permanent, high performing capital program office. – Comprehensive program Management plan:– Program Management Plan establishing standardized governance, business processes, policies, procedures, organizational roles, authority matrices, performance expectations, and management practices applicable to all capital projects, regardless of funding source.– Stage–gate project delivery framework:– A structured project delivery methodology defining required deliverables, decision gates, quality reviews, approvals, and readiness criteria from capital planning through project closeout, occupancy, and warranty.– Integrated owner–controlled project controls:– systems and processes for cost management, schedule management, risk management, document management, financial controls, performance reporting, and executive dashboards that provide consistent oversight across the capital improvement program and remain independent of any individual consultant or contractor.– Integrated capital planning and portfolio management:– A continuous planning process that aligns facility condition assessments, educational programming, enrolment projections, utilization analyses, deferred maintenance priorities, funding availability, and multi–year capital investment planning to sustain a balanced and prioritized pipeline of capital projects.(2) All the questions must be submitted no later than September 21, 2026.(3) The contract period will be for three years. (4) Pre–bid meeting will be held on September 15, 2026.
