(1) Vendor needs to provide space and staffing study services to the government authority located in Powhatan, VA.• A comprehensive Staffing and Space Study that shall include to, an internal workload assessment, external benchmarking analysis, staffing and operational gap analysis, and facilities and space needs assessment.• The internal workload assessment and external benchmarking analysis, the selected Offeror shall identify staffing gaps, operational inefficiencies, and opportunities for improvement.• To, staffing adjustments by department or service area, organizational realignment, process improvements, or other operational changes that support the county strategic plan.• The potential impact of recommended staffing increases on internal support services, including to Human Resources, Information Technology, Finance/Payroll, Procurement, and Facilities.• Develop and evaluate multiple staffing or operational scenarios to illustrate howchanges in staffing levels, deployment strategies, or service delivery methods may affect service outcomes.• The study shall also evaluate projected space needs based on anticipated staffing levels and growth over a 10–20–year planning horizon and identify potential facility strategies such as renovation, expansion, consolidation of departments, or new construction necessary to support future operational needs.• Provide planning tools or models that enable the County to evaluate future staffing and space needs without requiring additional consulting services.(2) All questions must be submitted no later than July 22, 2026.
