– Vendor needs to provide board attorney service to the government authority located in West Virginia. – Provide general legal counsel and representation to the board, superintendent, and designated administrative staff as authorized by the board.– General Legal Counsel:• Provide legal advice and opinions concerning the operation and administration.• Review and assist with the development of board policies, procedures, resolutions, and agreements.– Board Meetings and Governance:• Attend regular and special board meetings, work sessions, and other meetings when requested.• Provide guidance regarding the open governmental proceedings act and other requirements applicable to public meetings.– Employment and Personnel Matters:• Provide advice regarding employee contracts, discipline, termination, grievances, personnel policies, and other employment matters.• Advise regarding applicable state and federal employment laws and regulations.– Student and Education Matters:• Provide legal advice concerning student discipline, enrollment, residency, student records, special education, Section 504, Title IX, and other student–related matters.• Assist with hearings, complaints, and administrative proceedings when requested.– Litigation and Legal Proceedings:• Represent the board in litigation, administrative hearings, mediations, arbitrations, and other legal proceedings when requested and authorized.• Coordinate with outside or specialized counsel when necessary.
