REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) Country: Ethiopia Name of Project: Eastern and Southern Africa Girls’ Empowerment and Resilience (EAGER) programme Grant No : P179293 Assignment Title : Individual Consultant as Procurement Assistant Reference No . ET-AUC-559231-CS-INDV The African Union Commission has received financing from the World Bank toward the cost of Eastern and Southern Africa Girls’ Empowerment and Resilience (EAGER) programme and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include to provide logistics and administrative support to the EAGER Project team. Specific tasks include: Provide day-to-day support to project procurement activities implementation. Assist in bid/proposal evaluation processes. Prepare and finalize purchase orders, memos, receiving reports, and other relevant procurement documents. Review invoices to determine compliance with purchase orders and receipt of goods/services. Assist in conducting market research to keep abreast of market developments; undertake regular surveys of new suppliers, products, and prices in the local market. Track orders to ensure prompt delivery. Track the processing of invoices by Finance to ensure timely payment of suppliers Ensure proper record keeping and maintain proper filing of procurement documents. Maintain the contract Register and ensure it is regularly updated. Perform other related duties and responsibilities assigned by the supervisor The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expression of Interest. The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualifications A university degree in Business Studies or any other relevant academic discipline. Experience Minimum of five (5) years of experience in administrative experience, preferably in project environments, NGOs, UN agencies, or development programs. Proven administrative, logistics, and project management skills. Demonstrate effective ability for teamwork, as well as the ability to work independently. Strong communication skills. Excellent analytical and writing skills in English; Knowledge of French and/or Portuguese is an advantage. Experience in using SAP is mandatory. Experience with donor-funded projects and familiarity with procurement/financial procedures. Basic knowledge of accounting or experience supporting finance teams. Experience with event coordination and travel logistics. Proficient in MS Office suite (Word, Excel, PowerPoint), email and cloud-based file management tools. Following increased engagement between the Commission and the World Bank, existing collaborations and new programmes on gender equality and women’s empowerment (GEWE) have been established. In 2023, the AU and World Bank signed an agreement to implement the East and Southern Africa Girls’ Empowerment and Resilience (EAGER) Project, to be implemented from 2024 to 2029. The project provides a platform to directly collaborate with AU Member States across Eastern and Southern Africa on women and girls’ empowerment. The EAGER project seeks to increase girls’ and women’s educational attainment and earnings and to strengthen the institutional capacity to implement gender equality policies. The programme components include boosting human capital accumulation, enabling access to productive employment, and building the enabling environment to generate change across both formal and informal institutions, including development of policies and regulatory frameworks, markets, and social norms that support the adoption of progressive gender equality reforms. Goals and Objectives To provide logistics and administrative support to the EAGER Project team Scope of the Assignment The Procurement Assistant will provide logistics and administrative support to the EAGER Project team. Monthly administrative report summarizing activities and outstanding procurement requests. Event logistics packs (agendas, participant lists, logistical arrangements) for each planned meeting or workshop. Timely processing of invoices, purchase requests and consultant payments according to agreed timelines (e.g., within 5 working days of receipt of complete documentation). Regular (e.g., bi- weekly) updated tracking spreadsheets for assets, procurement and contracts. Language Requirement Proficiency in one AU working language (English, French, Arabic, Kiswahili, Portuguese, or Spanish) is required. Duty Station The Procurement Assistant is expected to be based in Addis Ababa, Ethiopia at the African Union Headquarters, specifically within the Women, Gender and Youth Directorate (WGYD). He/She shall avail time for any travel pertinent to EAGER as requested by the Women, Gender and Youth Directorate (WGYD), and/or the Department of Health, Humanitarian Affairs and Social Development (HHSD), and/or the African Union International Centre for Girls and Women’s Education in Africa (AUCIEFFA). Reporting and Supervision The Procurement Assistant will report to the Regional Programme Coordinator and work under the supervision of the Women, Gender and Youth Directorate (WGYD) of the African Union Commission. Terms of Payment and Duration The Procurement Assistant shall be remunerated based on experience and task load and will be guided by AUC considerations on equivalent professional level and rates. The contract will cover 12 months, with the possibility to extend based on successful performance.
