UNREGULATED CONTAMINANT MONITORING RULE 5 TESTING (UCMR5 TESTING)

Description

It is the intent of the Town of Manchester to receive bids that cover the duration of the UCMR5 testing project. The monitoring requirements are listed herein. Laboratories submitting bids must be currently approved by the EPA to perform UCMR5 testing. All drinking water samples must be tested in accordance with current federal regulations under CFR Title 40: Section 141 and conform to required and/or approved methods and method detection limits specified in CFR 40:141 and the Federal Safe Drinking Water Act. Reporting shall conform to the Minimum Reporting Levels listed herein. Samples will be collected in-house and made available for pick-up at 125 Spring St, Manchester, CT for courier / delivery service pick up. The successful bidder will be required to furnish all necessary containers, preservatives, coolers, bottle labels, and shipping labels as needed. The successful bidder will be responsible for all costs of shipping service for samples and coolers. The successful bidder must also post UCMR5 results by uploading or entering the data elements using the EPA's electronic reporting system according to their deadlines. Testing will be performed during the 2023 and 2024 calendar years as follows: testing to occur in October 2023, January 2024, April 2024, and July 2024 in accordance with the schedule set by the EPA and published on the Central Data Exchange. The town will award this contract to one bidder. The Town reserves the right to add additional testing to the contract if necessary and to use an alternate laboratory for quality control purposes when deemed appropriate. If additional testing is required, the Town will negotiate the price with the contract laboratory. The laboratory is required to inform the Town of Manchester of any analysis that it intends to subcontract. The Town of Manchester reserves the right to refuse the services of a subcontracted laboratory. Turnaround time will not be varied whether or not subcontractors are utilized and is subject to deadlines set by the EPA. Reporting to SDWARS must occur within 90 days of sample collection. To aid our state reporting and customer notification efforts, we would also request that results be submitted to the Town within 15 days of sample analysis if possible (please specify TAT in answer).
