Tomoka Farms Road Landfill (TFRL) Leachate Evaporation System Demonstration Project

This project involves furnishing and installing a leachate evaporation system in each of two existing leachate storage ponds. The leachate storage ponds with conceptual location of the evaporation systems are shown on the “Tomoka Farms Road Landfill – Leachate Evaporation System Demonstration” plans included as Exhibit A to this Request for Proposals. The leachate evaporation system with a weather-informed control system may be temporarily (short-term lease) or permanently (leased to own) installed depending on the system’s performance and other County requirements. The installed evaporation systems are to be designed and installed to achieve an average evaporation rate of 100,000 gallons per day (gpd) for a 6-month performance period. The evaporation system shall be designed so that condensate falls within the boundary of the leachate ponds. The County will provide access to pond inflow pipe locations (3 total) for leachate (1) and gas condensate (2; 1 each pond) and available records to assist the Contractor with preparing an evaporation system performance measurement, monitoring, and reporting plan. Contractor shall provide means and methods to measure rainfall and natural evaporation to demonstrate evaporation system performance above ambient conditions. The County will implement the plan under the Contractor’s supervision. An approved plan will be required within 30 days of the Notice to Proceed.
