(1) Vendor needs to provide comprehensive financial, planning, economic development services.– Comprehensive financial planning, fiscal policy, budgeting, accounting support, treasury support, capital and infrastructure planning, community planning, economic development, public engagement, grant, organizational, project–delivery, data, and related consulting services for eligible public–sector entities.– Provide independent, accurate, transparent, and timely professional support aligned with the Participating Entity's public purpose or need.– Improve the Participating Entity's long–range fiscal sustainability, capital planning, service delivery, and organizational decision–making.– Budgeting, Accounting Support and Internal Controls• Support budget development, monitoring, forecasting, amendment, and public budget presentation.• Review budget calendars, chart of accounts, financial workflows, reporting, reconciliations, close processes, and management controls.• Develop finance and accounting policies, procedures, process maps, internal–control assessments, and remediation plans– Treasury, Banking, Payments and Investments• Conduct banking, merchant–services, payment–processing, custody, investment–provider, or recordkeeper needs assessments and procurements.• Analyze cash flow, liquidity, banking fees, collateralization, controls, and idle–fund opportunities.• Develop or review treasury, cash–management, and investment policies consistent with applicable law.– Capital, Facilities and Infrastructure Planning• Prepare capital improvement programs, master facility needs and funding plans, infrastructure investment strategies, and project–prioritization frameworks.– Strategic, Comprehensive, Land Use and Community Planning: – • Prepare strategic, comprehensive, master, facility, neighborhood, corridor, downtown, growth, and implementation plans.• Conduct existing–conditions, demographic, growth, service–demand, land–use, infrastructure, and policy analysis.
