(1) Vendor needs to provide psychological health and safety data analysis service to the government authority located in Chicago, IL.• Provide expert–level human factors analysis, safety analytics, psychological health program evaluation, and workforce data correlation services• The Contractor shall analyze multi–year data sets, evaluate existing survey and reporting systems, audit psychological health programs, and produce written and oral deliverables that identify trends, cost savings, workforce risk factors, and opportunities for improvement.• Provide expert comparison and analysis of agency accident, safety, and workforce data spanning at least five (5) years.• Evaluate the effectiveness and utilization of current psychological health and safety programs.• Identify correlations between training completion, resilience programs, and incident occurrences.• Deliver actionable recommendations to reduce workers’ compensation costs, improve employee health outcomes, and enhance organizational resilience.• Produce high–quality written reports, presentations, and publishable materials suitable for internal dissemination.• Audit of Psychological Health Programs• Conduct a comprehensive audit of agency psychological health programs, including resilience initiatives, employee assistance programs, and behavioral health resources.• Evaluate program utilization, effectiveness, accessibility, and alignment with best practices in public health and human factors.• Provide recommendations for program enhancement, consolidation, or expansion.• Training and Incident Occurrence Comparison• Compare mandatory and optional training programs—including Safety, Psychological Health, and Total Employee Health training—against incident occurrence data.• Identify correlations between training completion rates, workforce resilience, and accident rates.• Provide recommendations for training improvements, curriculum updates, or targeted interventions.(2) Total Small Business Set–Aside (FAR 19.5)
