REQUEST FOR EXPRESSIONS OF INTEREST Technical Study of Distribution Extension and Strengthening in Cambodia Individual Consultant (Time-Base Contract) Date: September 11th, 2026 CAMBODIA Project Name : Cambodia Sustainable Energy Transition Project Grant No. : E5130 Assignment Title : Technical Study of Distribution Extension and Strengthening in Cambodia LOI No. : CSET-EDC-CS04-02 The Electricité du Cambodge (EDC) has obtained a grant from the World Bank’s Grant Facility for Project Preparation (GFPP) under the Cambodia Sustainable Energy Transition Project (CSET) and intends to apply part of the proceeds for consulting services. The Project is designed to support the government’s priorities of strengthening the power grid and energy efficiency, while promoting cost-effective demand-side energy management to ensure energy stability, system resilience, and affordability. To achieve these outcomes, the proposed Project aims to significantly: (i) strengthen power transmission and distribution infrastructure to increase capacity, enhance reliability; (ii) expand access to modern electricity services in remaining unelectrified rural areas; and (iii) implement energy efficiency and demand-side management measures across industrial and residential sectors. This integrated model reflects the direction outlined in Cambodia’s Revised PDP (2022–2040), NEEP (2022–2030), and broader socio-economic development agenda. By strengthening power infrastructure for VRE integration while improving energy productivity, the proposed Project will reduce system costs, increase new or improved access to energy, and strengthen industrial competitiveness. Doing both investment components together will position Cambodia for a more resilient, export-ready, and energy-secure economy. The selected Consultant will support Project Preparation Unit of EDC to roll out preparation activities needed for EDC towards project approval by Royal Government of Cambodia (RGC). The Consultant will coordinate with EDC and other concerned government institutions to attain clearance and approval by government as necessary for negotiations, signing of legal agreement, and effectiveness of CSET. The assignment is expected to start in October 2026 with the contract duration of 3 months. QUALIFICATIONS AND EXPERIENCE The selected Consultant shall have minimum qualification as follows: A Bachelor's degree or Master's degree in Electrical Engineering, Power Systems, Energy, or a related field would be an advantage; with at least 12 years of total work experience. At least 8 years of relevant professional experience in power systems and electricity distribution. Demonstrated experience at least 2 projects in medium-voltage and low-voltage distribution network planning, design, rehabilitation, or strengthening. Experience at least 3 years working on electricity distribution projects in Cambodia including experience preparing preliminary designs, bills of quantities, and cost estimates. Good knowledge of Cambodia's electricity sector, institutional arrangements, applicable technical standards, and utility practices. Experience with distribution network planning/simulation software such as ETAP, DIgSILENT PowerFactory, PSS®E, or equivalent would be an advantage. Experience with World Bank, ADB, JICA, or other development-partner-funded electricity projects would be an advantage.
