(1) Vendor needs to provide IT strategic plan development service. – The assessment should include:• IT Systems and Technology Environment: Evaluate core systems, infrastructure, applications, and data, including architecture, integration, performance, lifecycle, and alignment with agency enterprise IT (DoT)• IT Operations and Service Delivery: Assess service delivery models, service management processes, monitoring and support capabilities, performance, and continuity readiness• Cybersecurity and Risk Management: Evaluate security posture, controls, coordination with enterprise cybersecurity functions, and risk management practices• Workforce and Organizational Capacity: Assess staffing levels, roles, skillsets, workload distribution, and use of external resource– Develop a comprehensive Information Technology (IT) Strategic Plan that establishes a clear and actionable direction for technology investments, operations and governance.– Strategic Alignment• Ensure technology supports mission–critical operations, regulatory requirements and evolving business needs• Evaluate and strengthen alignment between IT capabilities and business functions• Support coordination between agency enterprise IT (DoT) and CWP–specific systems– IT Systems and Technology Environment• Evaluate core IT systems (e.g., email, network, Wi–Fi, telephony, cloud and enterprise applications) and their alignment with business and operational needs• Assess system architecture, integration, interoperability, and interdependencies, including data flows, performance, scalability, and lifecycle with identification of legacy technologies• Evaluate alignment with agency enterprise IT services and standards provided by agency• Identify risks, weaknesses, and dependencies across systems and operations, and provide actionable recommendations– IT Operations and Service Delivery• Assess IT service delivery models, including service desk operations, support structures, and escalation processes• Evaluate core service management processes (incident, problem, change, request, and release) and overall operational maturity– Cybersecurity and Risk Management• Evaluate the current cybersecurity posture across agency enterprise IT and CWP environments, including alignment with policies, standards, and DoT oversight• Review security controls (access, network, endpoint, and data protection) and assess monitoring and incident response coordination– Workforce and Organizational Capacity• Assess IT staffing levels, size, organizational structure, and reporting relationships within CWP• Evaluate roles, responsibilities, skillsets, workload distribution, and resource utilization across key IT functions• Assess alignment between staffing capabilities and current and future technology needs, including capacity gaps– Governance and IT Portfolio Management• Evaluate governance structures across City enterprise IT (DoT) and CWP–specific IT functions, including roles, responsibilities, and decision–making processes• Review policies, standards, and governance practices for consistency, alignment, and effectiveness– Roadmap and Measurable Outcomes• Develop a portfolio of initiatives addressing identified gaps and opportunities, with defined purpose and expected outcomes• Provide a structured roadmap that sequences initiatives, identifies dependencies, and supports phased implementation(2) All the questions must be submitted no later than August 10, 2026.
