Vendor needs to provide community beneficiary wage payment administration service. – The appointed Service Provider shall provide comprehensive payroll administration services for community beneficiaries.1. Beneficiary Administration:• Prepare and administer employment contracts for approved community beneficiaries.• Verify beneficiary identity documents and banking details.• Maintain an updated employee database.• Establish and maintain personnel files for each beneficiary.• Ensure compliance with all statutory employment requirements.2. Payroll Administration:• Process monthly payroll based on approved attendance registers.• Calculate wages according to the approved EPWP wage rates.• Administer statutory deductions, including UIF contributions.• Generate payslips for all beneficiaries.• Process electronic payments directly into beneficiaries' bank accounts.• Ensure payments are made within five (5) working days following receipt of approved payroll documentation.3. Statutory Compliance:• Basic Conditions of Employment Act, 1997 (Act 75 of 1997);• Labour Relations Act, 1995;• Unemployment Insurance Act;• Compensation for Occupational Injuries and Diseases Act (COIDA);• Occupational Health and Safety Act;• Protection of Personal Information Act (POPIA);• Expanded Public Works Programme Ministerial Determination and associated guidelines.4. Reporting:• Payroll summaries;• Attendance reconciliation reports;• Proof of wage payments;• Proof of UIF payments;• Updated beneficiary database;• Exception reports detailing any payment discrepancies;• Recommendations for corrective actions where necessary.5. Contract Administration:• Maintain complete employment and payroll records throughout the contract period.• Respond promptly to payroll–related queries from beneficiaries and Organization.• Safeguard confidential beneficiary information.• Cooperate with Organization during monitoring, audits and verification exercises.• Submit a comprehensive close–out report upon completion of the assignment.
