Request for Quotations UKRAINE Project: Lifting Education Access and Resilience in times of Need in Ukraine (LEARN) Project Grant no.: TF0C5794 Name of the Contract: Security authorization services for educational information and communication systems of SHC «AICEM», AS «IRC», AUSO Contract number: LEARN-2.1-AICEM-4 1. Ukraine received the URTF Grant No. TF0C5794 from the International Bank for Reconstruction and Development (IBRD) in US dollars to finance the Ukraine Improving Higher Education for Results Project and intends to use part of the funds to make payments under the Contract No. LEARN-2.1-AICEM-4 – «Security authorization services for educational information and communication systems of SHC «AICEM», AS «IRC», AUSO» . 2. The Ministry of Education and Science of Ukraine invites eligible participants to submit proposals for the provision of services for security authorization services for educational information and communication systems of SHC «AICEM», AS «IRC», AUSO . More detailed information is provided in the Terms of Reference. The expected duration of the provision of services is 10 (ten) months from the date of signing the contract. 3. IBRD requires compliance with the Bank's Anti-Corruption Guidelines and its applicable sanctions policies and procedures, as outlined in the World Bank Group Sanctions Framework. In further compliance with this policy, Bidders shall permit and require their agents (whether declared or not), subcontractors, sub-consultants, service providers, suppliers and personnel to permit the Bank to inspect all invoices, records and other documents relating to the request for quotations and execution of the contract (in case of award), as well as for their verification by auditors appointed by the Bank. 4. The participants must meet the following minimum criteria: Implementation (creation and/or conduct of the state expert review of a comprehensive information protection system (database) in Class “3” automated systems) of at least 3 (three) reference comprehensive contracts since 2021, under which the Participant performed work on 1 (one) contract regarding information system security authorization in accordance with the updated requirements of the Administration of the State Service of Special Communications and Information Protection; Document confirming the Participant's operations in the Ukrainian market in the field of technical information protection; Possession of a license from the State Service of Special Communications and Information Protection of Ukraine to conduct business activities involving the provision of services in the field of technical information protection; The Participant must demonstrate the availability of the group of experts with the appropriate qualifications that is minimally necessary for the implementation of the assignment.
