Description

The Town of Marblehead, Massachusetts seek proposals from qualified vendors (“Proposers” or “Contractors”) for residential curbside trash and recycling collection and hauling; hauling and disposal for up to 50 tons of trash per day from the Marblehead Transfer Station; single stream recyclables processing; cart fleet services and maintenance; dumpster or cart services for Municipal buildings and Marblehead Public School Buildings select business properties; residential yard waste collection. In this Request for Proposals (“RFP”) the Town of Marblehead is seeking to solicit proposals that fulfill the municipality’s need for the sustainable materials management services mentioned above. The top priority for the Town is excellent service. The RFP and Proposals shall act as an umbrella for service terms, conditions, and pricing. Pricing for all services shall be delineated for in Part 6: Price Proposal Sheet and included within the same proposal. Separate collection trucks are expected to be used for curbside trash and recycling collection. Operational efficiency, creative innovation, and cost-effective services are highly encouraged within proposals. The awarding authority for this contract is the Marblehead Board of Health, and the award of any contract is subject to budget appropriation. Basic background information about Marblehead (road miles, area, tonnage history, etc.) is included in Exhibit B. Marblehead owns a transfer station located at 5 Woodfin Terrace permitted for 50 tons of municipal solid waste per day. Curbside trash collected in Marblehead is dumped at the transfer station daily. Marblehead’s current contract to haul and dispose of municipal solid waste will expire on June 30, 2026. This facility has a certified truck scale and a scale operator. A contractor may use the facility for external municipal solid waste in exchange for a host fee for tonnage available after meeting the needs of the Town.
