(1) Vendor needs to provide parking access and revenue control system design, development, installation, testing, transition and ongoing operations service. • The PARCS will enable accurate, efficient, and auditable transactional parking and access operations, minimize revenue leakage, and provide seamless integration with enterprise and partner systems • Credential Resolution & Business Rules: Implementation of business logic for rate calculation, exemptions, collision handling, and exception management.• Billing, Collections, Audit, Reconciliation: Automated and auditable processes for billing, collections, financial reconciliation, and reporting• Parking Privilege / Employee Access Integration: Integration with employee Parking Privilege Application (PPA) or successor system. • Credential updates must propagate to access control in real time, enabling unified ingress/egress across all parking and roadway assets• Edge AI Support: System should support edge based processing for image recognition, optimization, and metadata extraction where beneficial for latency reduction; however, cloud offloading must also be supported.• Event Bus: Real–time and batch data flows between roadside equipment, back office, and third party systems.• Configuration by end users: The platform/solution must have the ease of configuring both the functionality and configuration using an easy–to–use interface (preferably web interface)
