Description
The Town of Manchester owns and operates a bulky waste sanitary landfill on Olcott Street in the southwest section of Town. This regional landfill accepts construction and demolition debris (C&D), bulky wastes as defined by the Connecticut Department of Energy & Environmental Protection (DEEP), oversized municipal solid waste (OMSW) items such as furniture and rugs which cannot be managed at resource recovery facilities, and approved special wastes for onsite disposal. The landfill may also accept “bulky waste fines”, or “C&D fines” from C&D volume reduction facilities. This solicitation is for contractor(s) to provide processed C&D wastes for disposal at the Manchester Sanitary Landfill. Throughout this Request for Proposal (RFP): The term “C&D wastes” shall mean C&D debris, bulky wastes, and acceptable OMSW. The term “processed C&D wastes” shall mean C&D wastes which have been processed to remove designated recyclables in accordance with the state’s solid waste management and recycling regulations, to remove undesignated recyclable materials to the maximum extent practicable, and to reduce the volume of the incoming materials. The solicitation is for the supply of up to 80,000 tons of processed C&D wastes for disposal. The Town has set tip fees for two categories of wastes: processed C&D wastes for disposal and bulky waste fines for disposal. Bidders are being asked to propose an annual quantity of processed C&D wastes and/or bulky waste fines to be provided. The tip fees have been set by the Town. It is the Town’s intent to award contracts to multiple contractors. The Town will negotiate a quantity of processed C&D wastes for disposal and/or bulky waste fines for disposal, known as the “total allocated tonnages”, with each selected contractor. The Town reserves the right to award tonnages of processed C&D wastes for disposal and/or bulky waste fines to contractors at its own discretion.
