(1) Vendor needs to provide cloud–hosted offender management system.– Modern offender management system (OMS) solution — whether a commercially available product, a fully custom–developed solution, or a modernization of the existing platform — to replace or substantially modernize its existing enterprise platform, the offender population unified system.– Recognizes that its long–running dual architecture — combining a legacy mainframe with incrementally developed web–based modules — presents challenges in maintainability, modernization, mobile enablement, and alignment with evolving correctional best practices.– Commercially available, proven OMS solutions capable of replacing or modernizing core Functionality.– Software–as–a–Service (SaaS) and cloud–hosted OMS platforms.– Hybrid approaches combining commercial off–the–shelf solutions with targeted custom development.– Fully custom–developed OMS solutions designed and built specifically to meet requirements.– Complete modernization of the current OMS solution, including migration or conversion of existing mainframe and Java web–based code to a modern technology stack.– Implementation and data migration strategies suited to OPUS’s system scale and complexity.– Estimated costs, timelines, and risk mitigation approaches for a large–scale OMS transition.(2) All the questions must be submitted no later than August 21, 2026.
