(1) Vendor needs to provide economic impact and return on public investment analysis service to the government authority located in Hillsboro, OR. • Conduct a comprehensive economic impact and return on public investment analysis of the city’s principal economic development incentive programs and related public investments.• Community leadership, develop policies to guide the city in delivering services and achieving community goals, and encourage community awareness and involvement.• Analysis is intended to provide elected officials, community stakeholders, and policymakers with objective, technically supported information regarding economic development programs, public investments, industry outcomes, and long–term fiscal considerations.• Measure the amount of private capital investment associated with public incentives.• Evaluate long–term fiscal impacts to local and state governments associated with incentive–supported development.• Evaluate and describe the economic impacts associated with the city’s economic development incentive programs.• Conduct an in–depth analysis of the economic impacts of the data center industry as a significant case study.• Develop objective findings that can be used by elected officials, community stakeholders, and policymakers.(2) All the questions must be submitted no later than September 11, 2026
