(1) Vendor needs to provide building inspection mobile application and inspection management system.• Implement a fully integrated inspection management system that is specifically compatible with and integrates directly into Accela.• Provide inspectors with a mobile application capable of real–time inspection processing, offline functionality, and photo/documentation capture.• Provide the option for live and/or recorded video inspection capability for remote inspections. The County reserves the right to award the contract with or without the video inspection component.• Improve scheduling, routing, and inspection tracking.• Enhance communication with applicants and stakeholders.• Standardize inspection documentation and reporting.• Provide recommended best practices for inspection processes.• Establish a scalable and sustainable solution under a five–year contractual agreement.• System implementation and configuration;• Accela integration;• Software licensing and user access;– Mobile Inspection Application– The solution shall provide a mobile inspection application capable of supporting field operations, including:• Mobile inspection workflows;• Real–time entry and synchronization of inspection results;• Access to permit records, inspection history, and related data;• Photo, video, and document capture capabilities;• Offline functionality with synchronization once connectivity is restored; and• Compatibility with County–issued mobile devices. – – Optional Video Inspection Functionality• Live remote inspections between inspectors and applicants;• Secure communication and data transmission;• Documentation and retention of inspection records and results;• Integration of video inspection information into the corresponding inspection and permit records; (2) The contract period will be for one year.(3) Pre–bid meeting will be held on August 11, 2026.
