(1) Vendor needs to provide electronic procurement software. – Provide a mechanism for agency members to procure new or upgraded software and services to support electronic procurement software.  – Purchase, implementation and ongoing services for electronic procurement software. • Electronic bid management:– Confirm that the Solution supports electronic submission of sealed bids, including similar procurement methods such as Requests for Proposals (RFPs) and Requests for Qualifications (RFQs).– Confirm that the Solution securely maintains bid confidentiality, ensuring all submissions remain sealed and inaccessible until the designated bid opening date and time.– Confirm that the Solution includes standard, customizable bid templates within the system.– Confirm that the Solution supports the submission and management of bids for public works projects.• Pre–qualification and contractor registration:– Confirm that the Solution supports the electronic submission and management of prequalification applications.– Confirm that the Solution supports the electronic submission and management of applications.– Confirm that the Solution utilizes the Department of Industrial Relations (DIR) questionnaire as a baseline for its prequalification applications.• Mobile functionality:– Confirm that the Solution provides a mobile application and/or incorporates responsive design that provides access with smartphone/tablet or a web browser on a smart phone/tablet.– Confirm that, when accessed on a mobile device, the Solution is not limited and has all of the features a user would access on a standard desktop or laptop.– Confirm that the mobile–accessible Solution allows all features to be fully functional on all browsers (Chrome, Firefox, Edge, Safari). (2) All the questions must be submitted no later than July 1, 2026. (3) The contract period will be for five years. (4) Non–mandatory pre–bid meeting will be held on June 23, 2026.
