DEBT-2193 - USA (Riverside, California) - RFI for Debt Collection Services - Deadline November 17,2026

(1) Vendor needs to provide debt collection services for delinquent fines, fees, penalties, and liens assessed by the code enforcement department to the government authority located in Riverside, CA.– Account Placement and Intake• Accept placement files of delinquent accounts (fines, penalties, administrative costs, and recorded liens) from the Municipality's code enforcement staff via email/spreadsheet.• Validate, load, and reconcile placed accounts, and confirm receipt with an itemized acknowledgment– Skip Tracing and Debtor Location• Locate current addresses, contact information, and, where applicable, property ownership or business registration records for responsible parties.• Identify successors in interest, estates, or related parties for accounts involving deceased or dissolved debtors– Collection Activity• Issue legally required notices/disclosures and validation–of–debt notifications.• Negotiate and establish payment plans/instalment agreements within parameters approved by the Municipality.• Provide a debtor–facing payment portal and/or call center for inquiries and payments– Reporting and Reconciliation• Provide monthly (or as requested) reports on accounts placed, amounts collected, agency fees, net remittances, account status, and aging.• Provide an audit trail of all debtor communications and payment activity, accessible to the Municipality upon request– Compliance, Data Security, and Customer Service• Maintain compliance with all applicable federal, state, and local debt collection laws and licensing requirements, including any state–specific collection agency licensure• Maintain a documented complaint–resolution and dispute process, and promptly notify the Municipality of any consumer complaints, disputes, or regulatory inquiries.(2) All question must be submitted no later than November 5, 2026.
