REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Environmental Protection Coordinator Reference No .: OHP/CS/INDV-2026/02 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. Qualification requirements for candidates are as follow: - University degree in Environmental Science, Environmental Engineering, Ecology, Agricultural ecology, Agronomy-management, economics, or other related field; - At least 3 years of professional experience working with projects funded by International Financial Institutions (e.g., the World Bank, ADB, AIIB, EBRD) and/or international donors, government agencies in the areas of technical coordination, environmental assessment, protected area management, risk management, environmental monitoring, environmental safeguards, or other fields relevant to the Terms of Reference; - Familiarity with environmental laws and regulations, including Environmental Impact Assessment (EIA) processes and Environmental Management Plans (EMPs), is required. Experience in conducting EIAs and/or developing EMPs will be considered an advantage; - Excellent command of Tajik and Russian. Knowledge of English will be considered an advantage; - Demonstrated excellent communication, reporting and computer skills. The State Institution “Agriculture Entrepreneurship Development” Project Management Unit now invites eligible specialists to indicate their interest in providing the services. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in February 2025) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations. 6.
