23-P-83TF: Employee Leasing & Temporary Services

The purpose of this Request for Proposal (RFP) to solicit competitive, sealed Bids to furnish Employee Leasing and Temporary Services for the County of Volusia, Florida. There are more than one hundred (100) facilities located throughout the County with over forty divisions that may require the utilization of leased or temporary employees. Each division may utilize the resulting Agreements(s) from this RFP to fill the individual needs of that department or division. Services are required to effectively and efficiently meet the following needs: To handle seasonal, peak workloads or special projects; To reduce personnel overhead expenses; To fill-in during temporary absences of permanent employees; To evaluate positions for permanency; To supply specialized needs; and, Other purposes which are not known at this time. There is no guarantee of the number of employees or hours that will be required from the resulting Agreement(s). However for historical context, expenditures for employee leasing and temporary services have been approximately $4,000,000 annually. This is being provided for informational purposes only and in no way represents a guarantee of future expenditures. Bidders may offer the services they currently provide for temporary employment services and / or employee leasing, as it is anticipated that there will be multiple awards. There are two Mandatory Pre-Proposal Meetings. Attendance is required at ONE Mandatory Pre-Proposal Meeting, not both meetings.
