(1) Vendor needs to provide IT Strategic and Master plan creation service to the government authority located in Simi Valley, CA. – Develop the Plan, ensuring all city technology, including software, enterprise systems, IT infrastructure, and emerging technologies aligns with the agency's strategic goals and future needs.• The comprehensive plan will align technology initiatives with the agency’s operational and strategic goals; improves cybersecurity, governance and service delivery; optimizes operational and cost efficiency, supports sustainable technology investments and establishes a modernized IT organizational structure that supports effective workforce planning.• Current state and needs assessment: Conduct a comprehensive assessment of the agency's technology environment.• Software and systems evaluation: The consultant will assess all software applications and technology systems to evaluate effectiveness, operational value, lifecycle status, integration, supportability, and opportunities for improvement, consolidation, modernization, or retirement. • Staffing: The consultant will evaluate the agency’s current IT organizational structure, staffing model, reporting relationships, and functional responsibilities to determine alignment with operational needs and technology demands.• Budget and financial planning: Assess current funding for IT staffing, operations, maintenance, and projects.– Provide recommendations regarding sustainable funding strategies, identify alternative funding sources (ex.) grants, departmental cost–sharing), and develop budget options that avoid recurring cost increases. • Governance and policy framework: Develop or refine governance structures to support decision making and accountability.• Project management: The consultant will assess and develop recommendations for project management practices to support consistent planning, prioritization and delivery of technology initiatives. • Implementation roadmap: Develop a multi–year implementation roadmap.(2) All the questions must be submitted no later than October 28, 2026. (3) The contract period will be for one year.
