(1) Vendor needs to provide disaster debris management plan update service to the government authority located in Greenville, SC. – The project will incorporate current federal and state requirements, industry best practices, and lessons learned from the County’s recent large–scale debris management operations.– The scope will include evaluation and the County’s eight pre–identified Temporary Debris Storage and Reduction Sites, to provide zone maps, including operational considerations, debris processing and reduction methods, traffic and material–flow considerations, and final disposition options.– To develop a concise, field–ready Storm Debris Management Plan that can be quickly implemented during an emergency, supports efficient and environmentally responsible debris operations, and maximizes eligibility for federal disaster reimbursement.• Review organizational structure, role, and contact information for individuals and departments involved in debris removal, handling, transportation, processing, and disposal operations, including options for mutual aid. • Clearly defined agency based management structure and reporting process strategies and processes that support effective debris management operations. • Build a debris removal zone map • Define debris management collection and handling strategies based on debris types and mixes (vegetative debris; hazardous trees; construction and demolition debris; hazardous waste; electronic waste and white goods) • Define debris monitoring responsibilities to include collection monitoring, DMS monitoring, and disposal monitoring. • Provide a discussion of the use of automated debris monitoring systems. • Define contractors truck certification. • Pre–event preparations prior to an impending debris–generating incident. • Post–event response actions. • Include sample public information content and press releases. • Private property debris removal and demolition processes (2) All questions must be submitted no later than October 2, 2026.
