(1) Vendor needs to provide appraisal services to the government authority located in Minnesota.– Secure the services of qualified, state–licensed, certified general real property appraisers to provide property appraisal services in support of property tax appeals and litigation– Services shall include:• Development of market value opinions for one or more assessment dates• Preparation of Uniform Standards of Professional Appraisal Practice (USPAP) compliant appraisal reports to be used for litigation purposes in Tax Court• Provide opinions of market value(s) to be used for litigation purposes• Analysis of complex property types• Ability to manage multiple properties under a single assignment• Participation in litigation support activities, including rebuttal analysis, consultation, and testimony(2) All questions must be submitted no later than October 5, 2026.(3) The contract period will be for one year.
