3rd Party Review of Energy Savings Plan - Engineering Services

Jersey City Public Schools is currently participating with the Energy Savings Improvement Program (ESIP) as described in PL 2012, c. 55 (PL 2009, c. 4) and local finance notice 2009-11. Under this process, we are seeking a NJ Licensed Engineering firm with knowledge of the International Performance Measurement and Verification Protocol (IPMVP) for determining energy savings to verify the calculations as outlined in an Energy Savings Plan (ESP) submitted by the District’s selected Energy Services Company (ESCO). It is expected that the selected engineering firm confirm the inventory of equipment within the facilities included in the plan for a general overview of the buildings’ conditions and operations. It is also expected that the selected engineering firm will then analyze the calculations provided in the plan and verify that said calculations were in fact computed in accordance with the guidelines set forth in the IPMVP/FEMP. Considering the final project has not been finalized or publicly bid at this time, the engineering firm is not expected to evaluate the proposed Energy Conservation Measures (ECMs) as a viable solution under the ESIP legislation. That determination will be concluded by the school district and its professionals only. Only the methodology and integrity of the calculations are to be evaluated and verified as to the ability to achieve calculated savings under the given parameters of the ECMs outlined in the ESP. Below is a listing of the schools included in the ESP. The full ESP and the actual calculations will be provided to the selected firm.
